Expands confidential intermediary petition rights to include any person 21 or older relinquished under the Abandoned Newborn Infant Protection Act or issued a birth certificate under Section 13 of the Vital Records Act.

Requires confidential intermediaries to provide DNA test kits at no cost to petitioners meeting the new eligibility criteria.

Extends the missing or lost birth certificate remedy procedures to cover birth certificates issued under Section 13 of the Vital Records Act, not just original birth certificates.

Maintains existing confidentiality protections, search procedures, and consent requirements while preserving birth parents' ability to restrict information sharing through denial forms or prior statements.

Establishes penalties including fines up to $2,000 per improper disclosure by intermediaries and $1,000 civil penalties against adoption agencies failing to comply with information requests within 45 days.
