Amends the Biometric Information Privacy Act to add "electronic signature" to the definition of "written release," allowing electronic signatures to serve as informed consent for biometric data collection.

Modifies the definition of "written release" in employment contexts to clarify that releases executed as a condition of employment qualify as valid consent.

Establishes that multiple collections of the same biometric identifier from the same person using the same method constitute a single violation, limiting recovery to one damages award under Section 15(b).

Establishes that multiple disclosures of the same biometric information from the same person to the same recipient using the same method constitute a single violation, limiting recovery to one damages award under Section 15(d).
