Amends the Illinois Election Code to allow the State Board of Elections to furnish electronic voter registration records to members of the general public outside the 27-day period before elections, provided they make a sworn affidavit that records will be used solely for bona fide election purposes and not for commercial purposes.

Restricts information disclosed to the public by excluding email addresses, birth day and month, driver's license numbers, identification card numbers, street numbers, and social security numbers, while disclosing birth year.

Establishes a reasonable cost for public records requests consisting of duplication costs plus a 15% administrative fee, with reduced or waived fees available for qualifying 501(c)(3) non-profit organizations focused on voter rights education.

Requires the State Board of Elections to publicly disclose all voter registration records requests on a website no sooner than 14 days after the request, regardless of approval or denial.

Prohibits recipients from posting records on the internet with unrestricted access, furnishing records to persons outside the United States, or using records for intimidation, threats, deception, or commercial purposes, with violations constituting a Class 4 felony.
