SB3092 Summary

• Removes requirement that student health condition training include chronic health conditions, while keeping training on anaphylaxis, asthma, seizures, diabetes, and ADHD.

• Establishes that school district employees trained to respond to trauma using trauma kits are immune from civil liability except in cases of willful or wanton misconduct.

• Requires starting with the 2024-2025 school year that institutes provide instruction on trauma-informed practices and include definitions of trauma, trauma-responsive learning environments, and whole child approaches before the first student attendance day.

• Allows training on trauma-informed practices under Section 3-11 to satisfy requirements under in-service training programs for identifying mental illness and suicidal behavior in youth.

• Removes prior mandate requiring school boards to conduct biennial in-service training for all school district employees on methods to respond to trauma and use of trauma kits.

• Takes effect January 1, 2025.
