• Creates the Department of Natural Resources Sahara Woods State Recreation Area Act, authorizing the Department of Natural Resources to enter into a public-private agreement to develop, construct, finance, lease, manage, and operate campground facilities at Sahara Woods State Recreation Area in Carrier Mills, Illinois.

• Allows the Director to conduct pre-proposal discussions with interested parties to assess market conditions, but prohibits those parties from drafting the request for proposals or receiving advance notice of it.

• Requires the Department to follow Article 20 of the Illinois Procurement Code for a competitive request for proposals process, with evaluation criteria including the offeror's project plans, business practices, and past performance on similar projects.

• Mandates that contractors and subcontractors comply with prevailing wage requirements under Section 30-22 of the Illinois Procurement Code and enter into project labor agreements, unless federal funding would be jeopardized.

• Sets the public-private agreement term between 25 and 99 years, with all campground facilities reverting to the Department upon termination, and allows the Department to terminate for cause or on the specified date.
