Closes the General Assembly Retirement System to new participants effective upon the bill's passage.

Restricts system participation to persons who became participants before the effective date of this amendatory act.

Modifies the definition of "Member" in Section 2-105 to exclude anyone who did not become a participant before the bill's effective date.

Modifies the definition of "Participant" in Section 2-107 to exclude anyone who did not become a participant before the bill's effective date.

Takes effect immediately upon enactment.
