Amends the Nursing Home Care Act to modify voting requirements for the Long-Term Care Facility Advisory Board, changing from a requirement of 6 members to a simple majority of a quorum for Board action.

Defines quorum as a majority of appointed voting members and allows Board members to designate replacements to vote on their behalf.

Adds a local health department representative as a nonvoting member to the Advisory Board composition.

Requires the Department of Public Health to provide all draft rules and documents to Board members at least 7 days prior to meetings for review.

Extends the 90-day advisory period by up to 45 additional days if the Board does not meet within the initial 90-day window to ensure adequate opportunity to review proposed rules.
