Department of Public Health shall require and approve a training program for EMS personnel to access cell phone medical identification and medical information applications, with rules to be adopted by the Department.

EMS personnel cannot be charged fees for the required training and cannot be required to complete it until at least 6 months after the Department adopts implementing rules.

Illinois State Police Division of the Academy and Training shall develop and require each State police officer to complete training on accessing and utilizing medical information stored in cell phones.

Illinois Law Enforcement Training Standards Board shall develop and require each law enforcement officer to participate in training on accessing and utilizing medical information stored in cell phones.

Both the State Police Division and the Board may use the Department of Public Health's approved program under Section 2310-711 to develop their respective training programs.
