Creates the Family Recovery Plans Implementation Task Force within the Department of Human Services to develop recommendations for implementing family recovery plans for infants with prenatal substance exposure and their families.

Task Force shall consist of 16+ members appointed by legislative leaders, state agency directors, and advocacy organizations, meeting at least 4 times annually with initial meeting within 90 days of enactment.

Task Force duties include reviewing family recovery plan models from other states, developing Illinois implementation recommendations, and reviewing policies to replace punitive measures with notification requirements for positive newborn toxicology screens.

Task Force shall submit recommendations to the General Assembly and Governor within one year of its first meeting; the Task Force dissolves and this Act repeals on January 1, 2027.

Repeals Section 4.4 of the Abused and Neglected Child Reporting Act and removes presumptions of parental unfitness based solely on newborn positive toxicology screens, effective for petitions filed on or after January 1, 2025.
