Department of Children and Family Services shall select minimum of 53 students annually (at least 4 children of veterans) to receive scholarships and fee waivers for post-secondary education at community colleges, universities, or colleges.

Eligible youth include those under DCFS court-ordered care, those who aged out at 18 or older, and youth formerly in care who were adopted or placed in private guardianship.

Scholarships and fee waivers available for at least 5 years provided students continue working toward degree or certificate completion; unused funds reallocated to new recipients.

Tuition and fee waivers cover amounts exceeding federal and State grant assistance; institutions must waive excess tuition and fees for applicants under age 26 who complete FAFSA.

Department may provide apprenticeship stipends for eligible youth up to age 26 to cover apprenticeship program costs including fees, tuition, equipment, and work clothing; eligibility extended for military service, Peace Corps, or AmeriCorps participation.
