Amends the Firearm Owners Identification Card Act to require the Illinois State Police to approve or deny renewal applications within 60 business days if submitted before card expiration.

If the Illinois State Police fails to renew a card within 60 business days of a timely renewal application, the renewal shall be automatically granted unless the applicant is subject to revocation or suspension.

Establishes that failure to approve, deny, or renew applications within the required timeframes constitutes a civil violation subject to civil penalties up to $500 per violation, with each day of continuing violation deemed a separate violation.

Requires civil penalties to be collected by the State Treasurer and deposited into the General Revenue Fund.

Maintains that a Firearm Owner's Identification Card remains valid during the processing of a timely renewal application unless the person becomes subject to revocation.
