Lowers minimum age for Firearm Owner's Identification Card application from 21 to 18 years old for applicants who are not active duty military or Illinois National Guard members.

Applicants under 18 must either be active duty military/National Guard or have written parental/guardian consent; those under 21 not meeting these criteria must annually submit proof of their status to Illinois State Police.

Changes religious exemption requirement for photograph: applicants 18 years or older seeking exemption must provide approved IRS Form 4029; all ages seeking exemption must submit fingerprints instead of photograph.

Maintains existing disqualification grounds including felony convictions, mental health facility admission, domestic violence convictions, narcotics addiction, and illegal immigration status.

Requires applicants over 18 to provide Illinois driver's license or identification card number; non-resident law enforcement and military personnel may provide their home state identification instead.
