Repeals the Firearm Dealer License Certification Act entirely, removing state licensing requirements for firearm dealers.

Removes references to the Firearm Dealer License Certification Act from the Illinois State Police Law, the State Police Firearm Services Fund, and the Violent Crime Intelligence Task Force provisions.

Removes procurement exemptions related to the Firearm Dealer License Certification Act from the Illinois Procurement Code.

Removes a provision requiring firearm dealers licensed under the repealed Act to make serialization records accessible to the Illinois State Police and law enforcement agencies.

Takes effect immediately upon enactment.
