Creates the Voluntary Do Not Sell Firearms Act allowing persons to file a voluntary waiver of firearm rights with county court clerks, either in writing or electronically, with photo identification verification required.

Permits filers to designate family members, mental health professionals, substance use disorder professionals, or other persons to be contacted if the filer attempts to purchase a firearm or applies to revoke the waiver.

Requires court clerks to transmit accepted waivers to Illinois State Police within one business day for entry into the national instant criminal background check system and other law enforcement databases within 24 hours.

Allows revocation of the voluntary waiver no sooner than 21 calendar days after filing, with Illinois State Police required to remove the person from prohibited purchaser systems within 7 days of revocation unless otherwise ineligible to possess firearms.

Establishes that all records are confidential and not subject to disclosure except to law enforcement, cannot be required as a condition for employment or benefits, and makes conforming amendments to the Freedom of Information Act; effective January 1, 2025.
