SB3149 - Firearm Hold Agreement Act

• Allows Federal Firearms Licensees to enter into voluntary firearm hold agreements with gun owners to temporarily store locked firearms at no charge to prevent suicide.

• Grants civil liability immunity to licensees who store firearms under hold agreements, except when returning firearms to persons known to be dangerous or in cases of licensee negligence or unlawful conduct.

• Establishes a Department of Human Services grant program (subject to appropriation) to fund firearm storage, staff suicide prevention training at gun retailers and ranges, and suicide prevention materials distribution.

• Requires concealed carry license applicants to receive training on using firearm hold agreements for suicide prevention as part of the mandatory 16-hour firearms training course.
