Amends the Illinois Vehicle Code to prohibit issuance of special license plates to retired General Assembly members who receive felony convictions related to their official duties.

Amends the Illinois Vehicle Code to prohibit issuance of special license plates to retired executive branch constitutional officers who receive felony convictions related to their official duties.

Retired executive branch constitutional officers include those who served at least one full term as Governor, Lieutenant Governor, Attorney General, Secretary of State, Comptroller, or Treasurer and were not removed from office.

Special plates for retired General Assembly members and retired executive branch constitutional officers are issued for 2-year periods beginning January 1 of odd-numbered years and ending December 31 of the subsequent even-numbered year.
