Establishes the Zero Emissions School Bus Funding Program administered by the Environmental Protection Agency (EPA) in consultation with the State Board of Education, subject to appropriation.

Allows public school districts to apply for funding to transition school bus fleets to zero-emission fleets, either independently or in collaboration with bus fleet operators through leases or agreements.

Permits awarded districts to use funds for procuring electric buses and installing charging infrastructure for those buses.

Requires public school districts applying for funding to use competitive procurement processes when selecting bus providers and prioritizes applicants who can deploy the largest number of electric buses while leveraging local, state, and federal funding.

Considers applicants' ability to incorporate microgrid technology into bus deployment as a factor in awarding funds, and allows vented fuel-fired heaters without disqualifying buses from zero-emissions status.
