SB3160 - Low Carbon Fuel Standards Program Act

• Establishes the Low Carbon Fuel Standards Program to be administered by the Illinois Environmental Protection Agency with the goal of reducing greenhouse gas emissions from transportation, promoting cleaner low carbon fuel use, and decreasing petroleum dependence.

• Requires the Agency to establish declining carbon intensity standards for transportation fuels (gasoline, diesel, and substitutes) based on life cycle assessment of greenhouse gas emissions from production, transportation, and use.

• Mandates fuel providers demonstrate that fuels supplied for use in Illinois meet annual carbon intensity benchmarks, with compliance achieved through credits earned from low-carbon fuels offsetting deficits from higher-carbon fuels.

• Directs the Agency to establish pathways for low carbon transportation fuels, which may be incorporated from the California Low Carbon Fuel Standard Program or similar programs.

• Authorizes the Agency to adopt necessary rules to implement the program.
