Establishes a diaper allowance program administered by the Department of Human Services providing $70 per month to eligible families with children 3 years of age or younger whose household income is at or below 100% of federal poverty guidelines.

Requires the Department to create an online application system and make paper application forms available at WIC offices and family community resource centers throughout Illinois, with annual redetermination of eligibility required.

Allows applicants to receive diaper allowance for each eligible child, with benefits distributed via electronic benefits transfer card when possible, and stipulates that diaper allowance shall not be counted as income for determining eligibility for other public aid benefits.

Establishes an advisory committee including the Secretary of Human Services, Governor's designee, legislative appointees, and three members representing community organizations and caregivers to advise on program implementation, meeting monthly from September 1, 2024 through July 1, 2026.

Makes the bill effective immediately and conditions implementation on appropriation of funds.
