SB3166 Summary

• Amends the Illinois School Student Records Act to add a special education summary of performance form to the list of items included in student permanent records.

• Expands student temporary records to include information about a student's status as a parent, expectant parent, or victim of domestic or sexual violence, along with related documentation and assistance received, with enforcement procedures following Section 26A-40 of the School Code.

• Adds rights for representatives of the Department of Human Services to inspect and copy a student's permanent record solely for assessing waiver services qualification of the student.

• Allows school districts to extend the 10 business day deadline for providing requested records by up to 5 additional business days for specified reasons including records stored at other locations, substantial number of records, extensive searches required, or need for consultation with other agencies.

• Protects school employees from adverse employment action or discrimination for protecting communications as privileged or confidential under state or federal law.
