Municipalities within areas where a Type II federal or federal-aid highway noise analysis has occurred must implement a residential sound insulation program to mitigate interstate highway noise, replacing windows and doors in at least 750 residences annually.

Municipalities shall conduct indoor noise monitoring and analysis of installed windows and doors to determine adverse health impacts from off-gassing, make final reports publicly available on the municipality's website, and develop science-based mitigation plans for any significant health-related impacts.

An advisory committee composed of affected residents, Department of Transportation employees, municipality employees, and legislative appointees shall recommend which homes with odorous windows or doors are eligible for replacement and develop prioritization criteria, though the municipality retains final decision-making authority.

Homeowners may request window and door replacement if units have caused offensive odors, and at least 10% of annual replacements must go to homes demonstrating extreme hardship (liquid infiltration, health conditions, or smell sensitivities).

Amends the State Finance Act to create the Sound-Reducing Windows and Doors Replacement Fund with $9,500,000 annually allocated from municipalities with populations over 500,000, with excess funds distributed to airports for airport-related purposes.
