Amends the Illinois Insurance Code to require all compensation from pharmaceutical manufacturers, developers, or labelers to health insurers or pharmacy benefit managers related to prescription drug benefits be either passed directly to covered persons at point of sale to reduce out-of-pocket costs or retained by the health insurer.

Compensation retained by health insurers must be applied to plan design and future plan years to offset premiums for covered persons.

Requires health insurers to file annual compliance reports with the Department of Insurance beginning January 1, 2026, and each year thereafter.
