IL SB3182

Amends the Hospital Licensing Act to require hospitals to notify patients (changed from "mother") of the right to arrange burial or cremation of a fetus following spontaneous fetal death at less than 20 completed weeks of gestation, with notification forms to be developed by the Department of Public Health.

Creates "Liam's Law" (Section 11.9 of Hospital Licensing Act) requiring hospitals to notify gestational parents of their right to receive a certificate of birth resulting in stillbirth for fetal deaths at 20 or more completed weeks of gestation, with notices available in English and Spanish.

Modifies the Vital Records Act to allow parents to request a certificate of birth resulting in stillbirth upon request after any fetal death at 20 or more completed weeks of gestation (reduced from 26 weeks), with the State Registrar issuing the certificate in the same format as a live birth certificate.

Requires persons filing fetal death certificates to notify gestational parents of their right to request and receive a certificate of birth resulting in stillbirth, using standardized "Liam's Law notice" language developed by the Department.

Allows retroactive requests for certificates of birth resulting in stillbirth for fetal deaths that occurred after 20 completed weeks of gestation before the law's effective date.
