• Amends the Rights of Crime Victims and Witnesses Act to require the Prisoner Review Board to immediately notify victims of early release, pardon, commutation, furlough, or sentence credit grants upon prior victim request, using the most recent contact information available.

• Requires the Board to make all reasonable efforts to obtain and maintain victim contact information and document notification attempts if a victim claims lack of notification.

• Extends immediate notification requirements to defendants found guilty but mentally ill who receive early release, pardon, commutation, or furlough.

• Specifies that these Prisoner Review Board notification requirements are in addition to any other statewide victim notification system requirements.
