Allows non-residents 21 years or older to carry handguns in Illinois if they possess a valid concealed carry license or permit from a state recognized by Illinois State Police

Illinois State Police must recognize permits from states with training requirements substantially similar to Illinois law and must enter reciprocal agreements with contiguous states (Iowa, Missouri, Wisconsin, Indiana, Kentucky) that recognize Illinois licenses

Non-residents carrying under this provision are subject to the same laws and restrictions as Illinois-licensed residents

Out-of-state residents who establish legal residency in Illinois can continue carrying under their out-of-state permit for 90 days after establishing residency by voting registration, obtaining an Illinois driver's license, or filing for homestead tax exemption

Takes effect immediately upon enactment
