Amends the definition of "approved electronic monitoring device" in the Unified Code of Corrections to specify that devices must use smartphone applications rather than GPS, cellular triangulation, Wi-Fi, or other electronic means.

Removes references to "wire communications" from the definition, allowing devices to record only oral communications (not wire communications) for identification purposes.

Maintains that electronic monitoring devices can record or transmit information about a defendant's presence in the home, alcohol consumption, drug consumption, location, and activities while inside the home.

Specifies that any recording of conversations between participants and monitoring devices or supervising personnel must be solely for identification purposes and not for eavesdropping or other illegally intrusive monitoring.
