Prohibits disposal of lithium-ion batteries in sanitary landfills or mixed recycling waste bins beginning July 1, 2025.

Requires Illinois Environmental Protection Agency to adopt rules by March 1, 2025, mandating electric vehicle manufacturers and lithium-ion battery manufacturers to submit recycling plans to the Agency by June 1, 2025.

Directs the Agency to encourage local authorities to establish separate curbside recycling collection bins specifically for lithium-ion battery disposal.

Defines "lithium-ion battery" under the Hazardous Materials Emergency Act to include rechargeable batteries commonly found in cell phones, power tools, laptops, electric vehicles, and other consumer electronics.

Requires hazard signage systems for facilities, equipment, and locations involved in the use, storage, or manufacture of lithium-ion batteries, consistent with federal requirements.
