IL SB3215

Creates a student teaching stipend program administered by the Board of Higher Education to provide financial support and encourage students to pursue teaching careers and address teacher shortage in Illinois.

Provides eligible students enrolled in educator preparation programs up to $10,000 per semester for up to 2 consecutive semesters, distributed monthly as financial aid or wages.

Provides eligible cooperating teachers up to $2,000 per semester for up to 2 consecutive semesters per academic year, distributed in one payment.

Requires educator preparation programs to notify the Board of all eligible participants and prohibits programs from denying participation or stipend receipt to qualified students and teachers.

Directs the Board to collaborate with the State Board of Education to submit a report evaluating the program's impact on enrollment, completion, hiring, and retention rates to the General Assembly and Governor by June 30, 2028.
