Increases fine for hospitals failing to implement a written staffing plan for nursing services from up to $500 per occurrence to up to $5,000 per occurrence

Increases fine for hospitals demonstrating a pattern or practice of failing to substantially comply with a plan of correction within 60 days from up to $500 per occurrence to up to $10,000 per occurrence

Authorizes the Department of Public Health to revoke or suspend a hospital license for the second or subsequent violation of failing to substantially comply with a plan of correction within 60 days (replaces previous $1,000 per occurrence fine)

Specifies that fines collected from nursing staffing plan violations shall be used for scholarships under the Nursing Education Scholarship Law

Maintains that violation reports under Section 10.10 remain subject to public disclosure
