Voters with print disabilities who are approved for permanent vote-by-mail status and request accessible ballots shall receive accessible vote-by-mail ballots for every election while remaining on the permanent list.

For elections after the 2024 general election, the State Board of Elections must provide a certified remote accessible vote-by-mail system allowing voters with print disabilities to receive, mark, verify, and return ballots electronically.

All electronic documents and web pages used in the remote accessible vote-by-mail system must comply with Web Content Accessibility Guidelines 2.1 Level A standards.

The State Board of Elections must establish a method allowing voters with print disabilities to electronically authenticate ballots without assistance, which election authorities must use.

For elections after the 2024 general election, vote-by-mail applications must allow applicants with print disabilities to designate their disability status and request accessible ballots; effective January 1, 2025.
