Extends eligibility for school construction grant adjustments to districts on the 2004, 2005, or 2006 School Construction Grant List, allowing them to apply during the first 3 application cycles after June 30, 2024

Removes the restriction that limited grant award adjustments to only the first application cycle after June 30, 2022, expanding the window for eligible districts to receive credit for previously expended construction funds

Allows districts that previously spent funds on school construction projects listed in 2004-2006 to have their required local match reduced and grant award increased based on what they would have received had grants been awarded at that time

Maintains the existing framework where grant award amounts equal the recognized project cost multiplied by the grant award percentage, with adjustments made for qualifying historical projects
