Repeals Sections 405-530 and 405-535 of the Civil Administrative Code related to the Department of Central Management Services.

Establishes the Clean Energy Primes Contractor Accelerator Program providing selected contractors with 5.5 years of coaching, grants up to $1,000,000 annually, mentorship, business assistance, and access to low-interest loans through the Climate Bank across three regional delivery areas in Illinois.

Transfers Business Enterprise Program certification authority from the Department of Central Management Services to the Commission on Equity and Inclusion and updates related references throughout state procurement and contracting laws.

Creates new Commission on Equity and Inclusion duties including oversight of supplier diversity reports from regulated entities (hospitals, utilities, casinos, race tracks), higher education supplier diversity reporting requirements, and collection of race and gender wage data from state agencies and public universities.

Extends the repeal date of the Business Enterprise for Minorities, Women, and Persons with Disabilities Act from June 30, 2029 to June 30, 2030, and updates the disparity study deadline to December 31, 2028 for completion by June 30, 2029.
