Eliminates the Health and Hazardous Substances Coordinating Council and transfers its advisory functions to the University of Illinois School of Public Health and the Department of Public Health.

Removes "Council" from the Act's definitions and all references requiring Council approval for research guidelines, data release, and enforcement actions.

Transfers authority to request legal action from the Council to the Department of Public Health when violations of the Act occur.

Maintains the Illinois Health and Hazardous Substances Registry with six categories of data: adverse pregnancy outcomes, cancer incidences, occupational diseases, hazardous nuclear materials exposure, company profiles, and hazardous substances incidents.

Preserves confidentiality protections for personal identifying information in the Registry, including name, social security number, address, medical record numbers, and diagnosis dates, with limited exceptions for approved research.
