IL SB3240

Renames the Illinois Emergency Management Agency to the Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) and expands its responsibilities to include nuclear and radiation safety and homeland security programs.

Creates cabinet-level positions of Homeland Security Advisor (appointed by Governor with Senate consent) and Deputy Homeland Security Advisor, with the Advisor reporting directly to the Governor and coordinating statewide homeland security efforts.

Establishes the Illinois Homeland Security Advisory Council (IL-HSAC) to advise the Homeland Security Advisor on federal grant funding, training, public safety preparedness, and mutual aid coordination.

Creates the position of Statewide Interoperability Coordinator within the Office of Homeland Security to coordinate public safety communications interoperability across state and local agencies.

Updates agency definitions and responsibilities related to emergency management, nuclear safety preparedness, and homeland security coordination across all levels of government and federal agencies.
