IL SB3246

Requires each law enforcement agency to submit a report to Illinois State Police within 2 weeks of receiving a hate crime or bias-related complaint, including suspect identity, offense date and location, victim identity, crime committed, type of bias, and information about any organized group involved.

Directs Illinois State Police to identify patterns in reported hate crimes and bias incidents, create a standardized reporting form, review all reports, and share information with potentially affected law enforcement agencies across the state.

Mandates each law enforcement agency identify a point of contact for hate crime reporting and provide that person's name and contact information to Illinois State Police.

Authorizes Illinois State Police to adopt rules identifying additional bias-related complaints that must be reported beyond hate crimes.

Exempts hate crime and bias-related incident reports submitted under this law from disclosure under the Freedom of Information Act.
