Establishes the Crisis Nursery Grant Program under the Department of Human Services to award grants to crisis nursery service providers that operate 24/7 and serve families with children under 6 years of age, subject to appropriation.

Defines crisis nursery services to include round-the-clock crisis care, children's groups, home visiting, parenting classes, parent support groups, crisis counseling, and referral to services such as child care, substance abuse treatment, mental health services, and domestic violence services.

Requires the Department to seek federal grants and other available funding for the program, with all funds supplementing rather than replacing existing federal, state, or local funding sources.

Creates the Crisis Nursery Fund as a special state treasury fund to hold appropriated moneys, federal grants, and other funding received for the program, with all interest earned deposited back into the fund.

Requires successful grantees to submit annual reports to the Department containing expenditure information, demographics and number of families served over one year, and details on any additional funding sources received outside the state grant.
