Amends the Illinois Municipal Code by adding Section 11-80-25 to permit municipalities to use existing utility poles within public rights-of-way for public safety purposes.

Allows placement of equipment associated with public safety on utility poles owned by other entities.

Requires any fees charged for utility pole use be set at the lowest rate offered by the pole owner and not exceed the owner's actual costs.
