Amends the Environmental Protection Act to allow landscape waste composting operations without a permit at sites with 10 or more occupied non-farm residences within one-half mile of boundaries, provided specific criteria are met.

Removes the requirement that operators of such facilities must ensure no fee is charged for acceptance of materials to be composted.

Requires operators to register annually with the Agency, report on composting material volumes, certify compliance with siting requirements (distance from water wells, floodplains, residences), and maintain proper setbacks.

Restricts composting additives to no more than 10% of total composting material and limits finished compost storage to 18 months before application.

Applies to farmers operating composting facilities on property where composting material is utilized, with the facility constituting no more than 2% of the site's total acreage.
