SB3287 Summary

• Removes "excluded offense" prohibitions that previously barred individuals with certain criminal convictions from working as cultivation center agents, dispensing organization agents, or designated caregivers in the medical cannabis program.

• Replaces excluded offense restrictions with criminal history record checks conducted by Illinois State Police for prospective principal officers, board members, and agents of medical cannabis businesses.

• Specifies that nothing in either the Compassionate Use of Medical Cannabis Program Act or Cannabis Regulation and Tax Act shall prevent otherwise qualified individuals from serving in cannabis businesses based solely on nonviolent criminal convictions related to cannabis.

• Establishes new procedures for background checks including fingerprint submission through live scan vendors, with fees not exceeding actual costs, to be deposited in the State Police Services Fund.
