Adds definition of "agent" as a person legally appointed under a power of attorney for health care or property

Adds definition of "health information exchange" (HIE) and "HIE purposes" to govern electronic exchange of health information under federal law

Adds definition of "integrated health system" as an organization providing coordinated physical and behavioral healthcare in inpatient and outpatient settings

Clarifies that "record" does not include references to receipt of mental health services noted in patient history summaries or other care summaries
