Creates the Immigration Enforcement Act prohibiting state entities, local entities, and law enforcement agencies from adopting policies that restrict compliance with or assistance in enforcing federal immigration laws.

Mandates law enforcement agencies to notify courts, record in case files, and comply with immigration detainers determined to be facially sufficient; requires courts to record immigration detainer information in their records.

Requires each county jail, municipal jail, and Department of Corrections to enter into agreements with federal immigration agencies for temporarily housing persons subject to immigration detainers and ensuring payment of housing costs.

Restricts home rule powers by establishing immigration enforcement as an exclusive state power and function; repeals the Illinois TRUST Act.

Amends the Illinois Identification Card Act and Vehicle Code to prohibit facial recognition searches and personal information disclosure to immigration agents unless required by lawful court order, judicial warrant, or federal/state court subpoena.
