Requires State Board of Education to release a strategy by October 1, 2024 for measuring capacity and readiness to implement universal mental health screening of students, with a readiness report due April 1, 2025.

Repeals the Wellness Checks in Schools Program Act.

Directs Department of Healthcare and Family Services to implement guidance for managed care organizations to respond to lead indicators with services and interventions designed to stabilize children showing elevated behavioral health crisis risk.

Transfers technical and administrative support for the Children's Mental Health Partnership from Department of Healthcare and Family Services to Department of Public Health, and removes the Partnership's authority to employ an Executive Director.

Requires the Children's Behavioral Health Transformation Team to develop a program providing one-on-one in-home respite behavioral health aids for youth requiring intensive supervision due to behavioral health needs.
