SB3322 Summary

• Expands Illinois Identification Card issuance to persons committed to county jails and county departments of corrections, in addition to state Department of Corrections and Department of Juvenile Justice facilities.

• Establishes two-tier process for committed persons: those with prior Illinois ID/driver's license submit verification form with photograph and proof of residency; those without prior ID submit certified birth certificate, social security card, photograph, and residency proof.

• Requires Secretary of State to verify social security numbers with Social Security Administration before issuing cards to committed persons; card issuance delayed if applicant lacks social security number but is eligible to obtain one.

• Authorizes issuance of 90-day limited-term identification cards to persons released from correctional facilities who have not yet obtained standard cards, valid only if released person did not obtain standard card prior to release.

• Makes conforming changes to fee schedule in Section 12 to waive fees for identification cards issued to committed persons upon release from Department of Corrections, Department of Juvenile Justice, county jail, or county department of corrections.
