SB3323 - Accessible Electric Vehicle Charging Station Act

• Requires electric vehicle charging stations in Illinois to be accessible to people with disabilities, including those with limited hand dexterity, limb differences, and users of mobility devices such as wheelchairs and walkers.

• Establishes specific physical accessibility standards: charging spaces must be at least 11 feet wide by 20 feet long with adjacent 5-foot-wide access aisles, clear floor space of 30 by 48 inches, and chargers positioned no more than 10 inches from curbs.

• Mandates accessible communication features including display screens visible from 40 inches above ground, speech output capability with Braille instructions, tactilely discernible input controls, and contactless payment systems.

• Requires connectors and charging cables to operate with one hand using no more than 5 pounds of force, with lightweight cables of sufficient length and heavier cables able to reach vehicles positioned at least 5 feet away.

• Applies Department of Transportation accessibility standards and ADA/ABA requirements; excludes non-commercial residential chargers; exempts private single-family homes, condominiums, and housing cooperatives; enforcement by Attorney General with civil penalties up to $250 per day per violation.
