Initial charters granted on or after the effective date must be granted for no more than 3 school years (reduced from 5 years for charters granted before this act).

Charter renewals on or after the effective date must be granted in incremental periods not exceeding 3 school years (reduced from 10 years for renewals before this act).

Charters renewed before the effective date may still receive full 10-year renewal terms if they demonstrate a track record of improving student performance.

Clarifies that the Chicago Board of Education's moratorium on school closings, consolidations, and phase-outs does not prevent the board from refusing to renew authorization of charter or contract schools.
