Increases homemaker services rates to $32.75 per hour effective January 1, 2025 (subject to federal approval) to sustain a minimum wage of $20 per hour for direct service workers, with rates in subsequent fiscal years no lower than $32.75.

Modifies audit requirements for personal assistant and home care aide vendors to ensure compliance with Department financial reporting guidelines requiring 80% or higher employee wage and benefits cost split and no more than 20% administrative cost split.

Requires in-home service providers to certify compliance with mandated wage increases for direct service workers and prohibits reduction of fringe benefits including paid time off, training, health insurance, and transportation in relation to rate increases.

Establishes a 1% rate add-on to homemaker services rate for in-home service provider agencies that document direct service workers attending paid, quarterly, in-person training sessions, effective January 1, 2025 (subject to federal approval).

Requires Department to adopt rules implementing these provisions regarding wage increases, fringe benefits protection, and training-related rate add-ons.
