Eliminates fees for annual or 3-year fishing licenses for resident Gold Star Family members (immediate relatives of U.S. Armed Forces members who died in battle or military service).

Eliminates fees for annual or 3-year sportsmen's combination licenses for resident Gold Star Family members.

Eliminates fees for annual or 3-year hunting licenses for resident Gold Star Family members.

Requires the Department of Natural Resources to establish rules defining who qualifies as a Gold Star Family member and what verification documentation is acceptable at one of the Department's 5 regional offices.

Takes effect immediately upon enactment.
