Amends the Illinois Vehicle Code to define "retired member" of the General Assembly as any individual who was elected to serve, served at least one full term, and has retired.

Secretary of State shall issue specialty license plates to retired General Assembly members upon request with appropriate application and fee.

Specialty plates are valid for a 2-year period beginning January 1st of odd-numbered years and ending December 31st of the subsequent even-numbered year.

Surviving spouse of a deceased retired member may retain the specialty plate if they are an Illinois resident and transfer registration to their name within 90 days of the member's death.

Retired members with disabilities as defined under Section 1-159.1 may request one additional plate (provision continues in bill).
