Amends Chicago Teacher Pension Code to require pro rata withholding of service retirement pension benefits instead of full cancellation when a retired pensioner works more than the allowed number of days per school year.

For teachers teaching only driver education after school hours, pension benefits are withheld on a pro rata basis for each 7.5-hour period worked in excess of 900 hours per school year, rather than full cancellation.

Makes changes retroactive to July 1, 2020, requiring recalculation of overpayments on a pro rata basis for all pensioners whose pensions were cancelled during July 1, 2020 through the effective date, with refunds of the difference plus interest.

Amends the State Mandates Act to exempt this legislation from state reimbursement requirements to local entities implementing these changes.

Effective immediately upon enactment.
