Creates the State-funded Watershed Protection Grant Program allowing applicants for federal Section 319 Water Pollution Control Act grants to receive financial assistance covering 50% of the required 40% nonfederal match for nonpoint source projects.

Establishes the Watershed Protection Grant Program Fund as a special fund in the State treasury to accept appropriations and other lawful sources of funding, with interest earned deposited back into the Fund.

Designates all Fund moneys for providing financial assistance to cover half the nonfederal match requirement or for the Illinois Environmental Protection Agency's administrative expenses.

Requires the Illinois Environmental Protection Agency to adopt rules implementing and administering the Watershed Protection Grant Program.

Effective July 1, 2024.
